The forum will focus on the theme of sustaining ICAO language proficiency implementation beyond March 2011 from the operational and language training and testing points of view. It is a unique opportunity to gather expertise in the region of the world where aviation is growing the fastest, and we are particularly delighted that ICAEA will be able to facilitate discussion and exchange. We intend this forum to be an opportunity to take stock of what has been achieved and produced to date, but also to look forward at the challenges of the future.
Key note speakers from ICAO, the Malaysian Ministry of Transport, the ICAO PRICE study group, airlines, air navigation service providers, academic research and the ICAEA Board will be addressing delegates on:

  1. An update on ICAO Language Proficiency Requirement implementation
  2. ICAO Circular 318: Language Testing Criteria for Global Harmonization
  3. ICAO Circular 323: Guidelines for Aviation English Training Programmes
  4. ICAEA / ICAO Rated Speech Sample training aid project
  5. The forthcoming ICAO test endorsement process
  6. Applying the ICAO Rating Scale from an operational standpoint
  7. Strategies for maintaining language proficiency and the role of recurrent training
  8. Good practice and sustainability in licensing testing 

The forum will also be very much an opportunity for States and organisations to share their experience and exchange ideas and information in breakout sessions and during leisure time. We very much look forward to seeing as many of you as possible, from both the Asia-Pacific region and beyond, in Kuala Lumpur at what promises to be an exciting and stimulating event.

United Nations Non-governmental Organisation status
You may remember that at the beginning of the year we heard from the United Nations Economic and Social Council in New York that ICAEA was being considered for NGO status, but that this decision had to be confirmed by a plenary session. I am pleased to tell you that I received the following yesterday (20th July)
'We are pleased to inform you that the Economic and Social Council (ECOSOC), at its Substantive Session of July 2010, decided to grant consultative status to your organization.'
and that, therefore, this decision is definitive. I hope that, once the rush of the rated speech sample project and the 10th forum is behind us, we will be able to build on this status to try and undertake actions to provide support, expertise, awareness-raising and teacher training within the bounds of our remit in the developing world.
